He was referring to the controversial "Born Alive Abortion Survivors Protection Act" and has made such incendiary remarks in the past as well.
The POTUS is known for making inappropriate statements for a long time now whether it's his tweets, his rally speeches or even just his facial expressions. He has the tendency to exaggerate and sometimes, downright lie. Here is the most recent and ridiculous thing that Donald Trump has said.
In one of his rallies on April 28, this time in Wisconsin, he made a rather incendiary statement about late-term abortion. When addressing the issue, he claimed that mothers and doctors in the state were "executing babies" post-birth. He made this statement after the Democratic governor Tony Evers said he would veto a bill that would require doctors to provide medical care to babies born alive after a failed abortion attempt or face a large fine and / or imprisonment.
"But your Democrat governor here in Wisconsin, shockingly, stated that he will veto legislation that protects Wisconsin babies born alive. The baby is born, the mother meets with the doctor, they take care of the baby, they wrap the baby beautifully, and then the doctor and the mother determine whether or not they will execute the baby," Trump said.
Trump's statement clearly claims that mothers and doctors are permitted to execute a baby after it leaves the womb. The statement is factually incorrect. But then why would Trump really care? The statement is referring to the controversy surrounding the "Born Alive Abortion Survivors Protection Act" which aims to bring new punishments against medical providers who don’t care for newborns who survive an abortion procedure. The bill was vetoed on April 18. Republicans have said protections are needed, while Democrats have said the bill is an attempt to discourage abortions. According to Refinery 29, since the bill got vetoed, Trump has been relentless in spouting a narrative where doctors and women are executing babies born after failed abortions. In February, Trump even accused Democrats of supporting infanticide in the following tweet:

According to Evers, this law is redundant because any child born alive is protected by law from the moment of birth. And this statement is backed by medical experts and abortion activists alike. The website News & Record quotes Neil Siegel, an attorney and professor at Duke Law School saying, "There is no lack of statutory or constitutional law that would protect babies through a live birth or a failed abortion."
The crowd at this rally booed when Trump made this comment. But instead of trying to rectify the situation, he went to further to say more disastrous things. "You hear late term but this is when the baby is actually born. It came out, it’s there, and then that’s it," he added as he made a slicing gesture with his hand across his neck reports Scary Mommy.
One needs to know that most abortions happen within 20 weeks of conception. Only one percent of abortions are late-term abortions. And those parents and mothers who have had to go through a late-term pregnancy need our empathy, not our hate. Twitter unsurprisingly erupted with reactions to Trump's statement. Lawyer and writer Amee Vanderpool shared the clip on Twitter with the tweet,

He doesn't say this because he's crazy, he says it, knowing that it's false, because it is a well researched tool he uses to manipulate a certain percentage of people who are most susceptible. It's what criminals, dictators, autocrats and others use to keep people in line.
